It seems to me that the rules for underwater action are shaping up nicely here.

Do you have any thoughts regarding resistance of underwater pressures, which will get higher and higher as the party goes deeper? One aspect of this could play out as a reduction in AP, but since you've gone for using extended rounds instead of increasing action AP cost or reducing combatant AP, perhaps there might just be an amount of pressure (i.e. depth) above which rounds are extended even further in length.
