Comment on “Sight and Fire”

Setting aside the -1 hit penalty, the natural 2 quirk, and the -4 AC vs the targeted enemy, the main benefit is supposed to be that you can load a bow for firing at a given enemy despite currently being behind cover (and thus not having line of sight), correct?
